	That's from Indonesia, I know that for sure (from the police truck and the uniform). I don't know the real case but I think they try to punish a criminal by their own hand. Sadly, it's quite common in Indonesia where many criminals (raper, car thief, robberer, or even pickpocketer) died in street (burnt, or beat to death) by the community.

	I think I know what happened. Earlier part of the vid shows many people protesting with banners and knives. It should be some religious riots between the Muslims and the Christians. Indonesia is one of the countries which has religious and enthic violence. This video was on ogrish.com. I saw it a year or so back then.
